President-elect of Brazil Luis Inacio Lula da Silvaannounced this Thursday the last ministers of his future government, which will have 37 portfolios, 11 of them led by women, with a prominent social focus and politicians from various ideological wings, from the left to the centre-right.
The number of ministries will rise substantially from 23 under far-right Jair Bolsonaro, whom Lula defeated in elections last October and will leave power on January 1.
These are the heads of 37 ministries:
1. Chairman: Rui Costa
An economist and leading figure in the Workers’ Party (PT), the current governor of Bahia will have a portfolio with powers similar to those of a chief of staff.
2 Treasury: Fernando Haddad
He will be a strong man in the economy. Former mayor of São Paulo and former PT presidential candidate in 2018, he was Minister of Education in the previous governments of Lula (2003-2010) and Dilma Rousseff (2011-2016).
3. Foreign Relations: Mauro Vieira
Veteran diplomat. He was Foreign Minister from 2015 to 2016, the last two years of Rousseff’s reign.
4 Defense: Jose Musio
A conservative engineer and politician with excellent relations with the military and with President Bolsonaro himself. He was Minister for Institutional Relations during Lula’s second term.
5 Justice: Flavio Dino
A lawyer very close to Lula. He was governor of Maranhao and a senator elected from that state. Previously, he served as a federal judge, representative and president of the Brazilian Tourism Promotion Agency.
6. Environment: Marina Silva
One of the most famous environmentalists in Brazil. She was Environment Minister in Lula’s first term, although her relationship with the former trade unionist ended due to serious disagreements over the development of the Amazon. In this election, they again united against Bolsonaro.
7 Education: Camilo Santana
Former Governor of Ceara and PT State Senator in October. He is an agricultural engineer.
8 Health: Nicia Trindade
Sociologist, professor and since 1987 member of the Oswaldo Cruz Foundation (Fiocruz), one of the most respected medical research centers in Latin America, which she has headed since 2017. It has played a fundamental role in the fight against the coronavirus pandemic. , in the midst of Bolsonaro’s denial.
9 Women: Aparecida Gonçalves
Public policy consultant against gender-based violence. She headed the Secretariat to Combat Violence Against Women in the Lula and Rousseff administrations.

10 Culture: Margaret Menezes
A symbol of Afro music and a reference to the black movement. Singer, songwriter and actress with over 30 years of career and multiple Grammy Award nominations.
11 Indigenous: Sonia Guajahara
Selected this year by the magazine Time one of the 100 most influential people in the world.
Trained in literature and nursing, she is one of the world’s most recognized voices of the indigenous movement. In 2018, she was a presidential candidate, and this year she was elected a federal deputy.
12. Agriculture and animal husbandry: Carlos Favaro
It is one of the largest soybean producers in Brazil. He was Lieutenant Governor of Mato Grosso, where the agricultural sector is very strong, and is currently a senator for that state.
13. Job: Luis Marinho
Former president of the Union of Metal Workers of São Bernardo do Campo, from which Lula led historic protests during the military dictatorship (1964–1985) and was politically educated.
He also served as Mayor and Minister of Social Welfare and Labor in the Lula government.
14 Social Security: Carlos Lupi
He was Minister of Labor with Lula and Rousseff. He leads the Democratic Labor Party (PDT), which supported Lulu in the second round of the last election.
15 Science and Technology: Luciana Santos
President of the Communist Party of Brazil (PCdoB) and current governor of Pernambuco, a position she will leave on January 1st. She was a federal deputy.
16. Industry and Commerce: Geraldo Alkmin (Vice President)
A liberal politician, an ardent Catholic and a former adversary of Lula, whom he reconciled with to become his running mate. He served four terms as governor of São Paulo, deputy and mayor. He coordinated the transition work.
17 Racial Equality: Aniel Franco
Journalist and human rights activist. She is the sister of Mariel Franco, a Rio de Janeiro council member who was shot dead in 2018. She lived 12 years in the USA and studied at universities in this country.
18 Human Rights: Silvio Almeida
Lawyer and writer, considered one of the largest experts on racial issues in the country. He heads the Luis Gama Institute, which promotes minority and human rights.

19. Social Development: Wellington Diaz
Another important figure of the PT. He was governor of Piaui for four terms and was elected senator twice. He will manage social programs aimed at the poorest families.
20. Planning and Budgeting: Simone Tebet
Center-right senator with ties to the agricultural sector. She was a presidential candidate in the first round of elections. Then he supported the progressive leader and actively participated in his election campaign.
21. Integration: Antonio Valdes Goes
On January 1, his fourth term as governor of the state of Amapa will end. He is currently president of a consortium to develop the nine Brazilian Amazon states.
22. Fishing: Andre de Paula

24. Communications: Giuscelino Filho
MP and one of the names of the Unión Brasil (centre-right) party that will form part of Lula’s government. Medical education in the specialty “radiology”.
25. Mines and Energy: Alexander Silveira
He made his political career in the region known as the Steel Valley of Minas Gerais. He was director general of the National Department of Transportation Infrastructure.
26. Ports and airports: Marcio Franca
Lawyer and politician with a long career in Sao Paulo, the richest and most populous state in the country. He teamed with Lula in the last election, which did not win a seat in the Senate.
27. Agricultural Development: Paulo Teixeira
He is one of the Vice Presidents of PT and Minister of Transportation of the City of São Paulo.
28. Sports: Ana Moser
Olympic medalist and one of the biggest names in women’s volleyball. He founded the Sports and Educational Institute to train athletes in schools. Actively participated in the campaign in favor of Lula and in setting up the government plan.
29. Tourism: Daniela de Souza Carneiro
Educator, member of Unión Brasil. She was the most popular MP in Rio de Janeiro in the last legislative elections.
30. Transport: Renan Filho
Son of Renan Caleiros, one of the most veteran and chameleon politicians in Brazil. He served as Mayor, Representative and Governor for two consecutive terms of the State of Alagoas. This year he was elected senator.
31 Management: Esther Dweck
An economist at the Federal University of Rio de Janeiro, she was economic adviser and secretary of the federal budget in Rousseff’s government.
32. Institutional Security Cabinet: Gonçalves Dias
General of the Army of the Reserve. He was responsible for Lula’s security in his first two terms, from 2003 to 2010.
33. Public Relations Secretary: Paulo Pimenta
Journalist. He was a councilor, a regional deputy for Rio Grande do Sul, and starting in February, he will begin his sixth term as a federal deputy for PT.
34. Institutional Relations: Alexandre Padilla
Doctor. Between 2009 and 2010, he already had the same portfolio with Lula. Later, he was Minister of Health and promoted the “More Doctors” program, which brought thousands of Cuban doctors to the most remote areas of Brazil.
35. General Secretariat: Marcio Macedo
A PT vice president and biologist by training, he was a federal MP and coordinated several of Lula’s trips to Brazil between 2017 and 2018.
36. Overall defense: Jorge Messias
He currently works as an attorney at the National Treasury. It used to be the Central Bank. He worked in various ministries during Rousseff’s reign.
37. Comptroller General: Vinicius Marquez
He was the President of the Antitrust Authority of Brazil. With a doctorate in law, he will now lead the administration’s anti-corruption department.
