Ukraine The United States and Russia are preparing to sign an agreement in Istanbul this Friday that will allow the export of Ukrainian grain blocked due to the war in the Black Sea ports, which are needed on world markets.
Here is what we know about the contents of this agreement, which was in progress for two months, one hour before the signing ceremony scheduled for 13:30 GMT at Dolmabahce Palace, in the presence of UN Secretary General, Anthony Guterres.
– Coordination and control center located in Istanbul
A joint command and control center will be established in Istanbul. Turkeyto control transactions and resolve any disputes.
It will be hosted by delegates from the parties involved: a Ukrainian, a Russian, a Turk and a UN representative assisted by their respective teams.
They will be responsible for setting the schedule for the rotation of ships in the Black Sea.
According to the experts involved in the negotiations, three to four weeks are still needed to finalize the details and put the center into operation, presumably after mid-August.
– Check upon departure and arrival in Turkey
Inspection of ships carrying grain is a mandatory requirement Moscow that he wanted to make sure that weapons were not simultaneously supplied to Ukraine.
These checks will not be carried out at sea as planned for practical reasons, but will take place in Turkey, probably in Istanbulwhich has two important trading ports, at the entrance to the Bosporus (Haydarpasa) and the Sea of Marmara (Ambarli).
Inspections led by representatives of the four parties will be carried out at the departure and arrival of ships.
– safe navigation corridors
The Russians and Ukrainians agree to respect shipping lanes across the Black Sea, free from any military activity.
Under the agreement, if demining is required, it must be carried out by a “third country” different from the three involved, but not yet specified.
When leaving Ukraine, the ships will be escorted by Ukrainian vessels (probably military), paving the way for access to Ukraine’s international waters.
– Four months with the possibility of extension
The agreement will be signed for four months and will be automatically renewed. Currently, there are from 20 to 25 million tons of grain in the elevators of Ukrainian ports and it is planned to evacuate about 8 million tons per month, so this time should be enough to evacuate stocks.
– Analogue for Russian cereals and fertilizers
A memorandum of understanding should accompany this agreement, signed by the United Nations and Russia, ensuring that Western sanctions against Moscow do not affect grains and fertilizers, either directly or indirectly.
This is a Russian demand that made it a sine qua non for signing the agreement. (AFP)
