To obtain or renew a foreign passport, they are advised not to contact Ukrainian consulates, but to submit documents for Reiseausweis für Ausländer at German institutions.
This is a passport issued by Germany if a person cannot obtain a foreigner from his home country. You can travel with it mainly in Schengen countries.

This was stated by Foreign Minister Dmitry Kuleba.
Staying abroad does not relieve a citizen of his duties to his homeland. Therefore, yesterday I instructed to take measures to restore fair treatment of men of mobilization age in Ukraine and abroad. It will be fair. “The Ministry of Foreign Affairs will soon provide updated explanations on the procedure for obtaining consular services within the framework of the legislation for men of mobilization age in foreign diplomatic institutions,” he said.
Earlier, the Ukrainian consulate in Poland announced the cessation of providing services to expatriate men aged 18 to 60 years, except for issuing identity cards necessary for returning to Ukraine.
Let us recall that the new law on mobilization, recently adopted by the Verkhovna Rada and signed by President Vladimir Zelensky, provides for the cessation of the provision of consular services to Ukrainian men of military age who are abroad and have not registered for military service. To do this, they will have to update their personal data in the TCC through the consulate and the online account of the person liable for military service.
The new mobilization law will come into force on May 18.
