Zaluzhny and Reznikov ask the Rada to postpone consideration of the law on the return of 30 thousand military men

    Alexey Reznikov and Valery Zaluzhny are asking the parliament to postpone consideration of bill No. 8312 on the return of 30,000 to the military.

    They spoke out against the bill, because, in their opinion, it does not take into account the peculiarities of the service in different regions, and does not indicate the sources of the return of payments.

    The military asks to assemble a working group of representatives of the Verkhovna Rada, the government, the General Staff and, by the end of May, jointly develop a bill regulating issues of remuneration for the military.

    They are against bill No. 8312 and, due to the fact that it does not take into account the specifics of service in different regions, does not resolve the issue of payments to conscripts and cadets.

    The letter was signed by Defense Minister Alexei Reznikov, Interior Minister Igor Klymenko, Commander-in-Chief of the Armed Forces Valery Zaluzhny, Chief of the General Staff of the Armed Forces of Ukraine Sergei Shaptala, Head of the State Border Service Sergei Deineko, Commander of the National Guard Yuri Lebed, and Head of the SBU Vasily Malyuk.

    The military believes that:

    • the recently voted amendment does not resolve issues related to monetary rewards, in particular, conscripts and cadets;
    • its text does not take into account the peculiarities of serving in different regions and performing tasks of varying degrees of complexity;
    • the remuneration system should be fair and provided with budget financing, and not just exist on paper;
    • populism on this issue can have very negative consequences and cause disappointment.

    The authors of the letter suggest that in the future the regulatory framework for the remuneration of defenders be developed more differentiated and, most importantly, with the involvement of the command and representatives of the national security and defense sector.

    Background

    Due to changes in legislation, from February 1, for military personnel who are far behind the lines, outside the combat zone and not performing tasks in the east, south or north of the country, an additional monthly payment of 30,000 hryvnias was canceled. In April, the Rada voted in general for the bill, with an amendment returning this payment to the Ukrainian military outside the hostilities, as well as to the civil protection service and the police.

    The first deputy of the Tax Committee, Yaroslav Zheleznyak, said that the amendment returns the allowance by saving on reduced salaries for civil servants and management of state-owned enterprises up to 10 minimum wages, or UAH 67,000.

    Zheleznyak estimated the resource needed to return UAH 30,000 payments at UAH 152.4 billion, while the savings from restrictions on the salaries of officials would save up to UAH 3 billion.

    Subsequently, the people’s deputy from the “Voice” Vladimir Tsabal registered in the Rada a resolution to cancel the decision to return additional payments to the military outside the hostilities. Until this resolution is considered in Parliament, the speaker does not have the right to sign the law.

    The head of the NBU, Andriy Pyshny, said last week that the decision to return payments of UAH 30,000 to the military “does not help Ukraine in negotiations on assistance with international partners, including the IMF.”

    The IMF is currently studying an amendment passed by Parliament.
