Scientific and scientific-technical information describing methods for creating and installing VPN services will be prohibited on the territory of Russia.
In Russia, scientific, scientific, technical and statistical information about VPN services designed to bypass Internet blocking will be prohibited. The corresponding draft order has already been published by Roskomnadzor.
“Scientific, scientific and technical information that describes the methods of creating and installing VPN services, the purpose of which is to provide individuals with access to information resources and/or information and telecommunication networks, access to which is limited to the territory of the Russian Federation, should also be recognized as prohibited, “said the authors of the project.
An exception is information about VPNs, which are used to provide secure remote access.
“For this purpose, VPN services are used, in particular, by government agencies, local governments, and commercial enterprises,” said a note explaining the document.
Public discussion of the document will end on August 5. It will take effect on March 1, 2025 and will be in effect until September 1, 2029.
On July 31, Russian dictator Vladimir Putin signed a law in which the publication of information about ways to bypass blocking websites will be the basis for including such a resource in the Unified Register of Prohibited Information of Roskomnadzor. The new rule prohibits advertising methods for bypassing blocking, but does not prohibit the use of VPN services, explained Anton Gorelkin, deputy head of the State Duma Committee on Information Policy.
According to The Moscow Times, blocking of VPN services in Russia began even before the war in Ukraine, but after February 24, 2022, they began to happen more often. In August and September last year, Roskomnadzor carried out two waves of mass blocking of VPN services. They handle WireGuard, OpenVPN and IPSec protocols.
As reported, large VPN services have been blocked in Russia since March 1. Then the head of the Safe Internet League, Ekaterina Mizulina, said that VPNs that allow opening sites blocked in Russia are ” portals to hell.”
