The Austrian National Council adopted a resolution “On the prevention of starvation and shortages as weapons of war against the civilian population”, in which it called the Holodomor of 1932-1933 in Ukraine a “horrific that crime” of the Stalinist regime. It was also noted that in those days “this terrible crime” was ignored by the world community, and one of the few Western figures who protested against the Holodomor in the 1930s was the then Cardinal of Vienna Theodor Innitzer.
In the adopted resolution, the National Council invites the federal government, especially the federal minister for European and international affairs, “to continue to promote, within the framework of the proven path of the Austrian dialogue, that the hunger and lack is not used as a weapon against civilians or as a means of pressure on governments as well as emphasizing the parallels between history and the present and condemning the crimes involved.”

At the same time, the right-wing populist and pro-Russian Austrian Freedom Party contested the definition of “genocide”. In addition, there was no support for the opposition Social Democratic Party of Austria.
As for the Austrian People’s Party, led by Chancellor Karl Negammer, there was also no common decision to recognize the Holodomor as a genocide of the Ukrainian people.
As a result, in a document supported by all parliamentary factions, the signatories expressed their recognition of the “horrible crime of the Holodomor” and noted the importance of the contribution of such recognition to the analysis of the crimes of th -20 century as a central element in understanding the past. “The resolution states “the use of hunger as a weapon in Russia’s current war of aggression against Ukraine”.
Recall that the European Parliament recognized the Holodomor of 1932-1933 as a genocide of the Ukrainian people, organized by the authorities of the USSR.
