The Permanent Council of the Organization of American States (OAS) has announced that it will hold an extraordinary session this Thursday at the organization’s headquarters in Washington, USA, to consider the “situation in Peru.” Press release.
The call came after the general secretary OASLuis Almagro demanded that the aforementioned instance meet to consider the request of the government of Peru to apply the mechanisms of the Inter-American Democratic Charter in the country, so as not to affect its institutionality.
During the meeting, scheduled for 13:30 (Peruvian time), the First Vice-President and Rapporteur for Peru of the Inter-American Commission on Human Rights, Edgar Ralon, and the Minister of Foreign Affairs of Peru, César Landa, will speak.
“Save Democratic Institutions”
In a document sent to Almagro, he informed the Permanent Council of Peru about the request of the said authority “to proceed with the analysis of the situation and to arrange for this purpose visits and other steps deemed necessary”. In this regard, he also requested “the convening of an extraordinary meeting of the Permanent Council.”
Requirement for the General Secretary OAS in turn stems from a request made by the Peruvian government in an official letter signed by President Pedro Castillo and Foreign Minister Cesar Landa sent on 12 October.
This required the application of articles 17 and 18 of the said international document in relation to the political situation in Peru.
“The Government of Peru has decided to activate this mechanism of collective guarantees in order to preserve democratic institutions and the legitimate exercise of power,” the document states.
It adds that “in recent months, Peru has experienced a series of events and situations on the part of the legislature, the government ministry and other constitutional bodies.”
They, – says the executive branch, – “in clear contradiction to the constitutional provisions and rules governing the separation of powers inherent in the rule of law, have set up a process aimed at changing the order and democratic institutions.”
Arguments and background
In this sense, it is stated that these actions promote “the means of coup d’état, the deactivation and control of which inspired the drafting of Articles 17 and 18 of the Inter-American Democratic Charter as a preventive mechanism to protect democracy and prevent constitutional rupture.”
Also mentioned is a complaint filed against President Castillo by the National Prosecutor’s Office, as well as a recount of the actions taken after his victory in the first round of the general election.
