The Cabinet of Ministers approved a bill on the liquidation of the medical and social evaluation system (MSEC). The Verkhovna Rada is invited to adopt a law that will eliminate the old system and create a digitalized system based on leading hospitals. The Ministry of Health announced this on Friday, November 1.
“We wholeheartedly share the dissatisfaction with the antiquated, people-unfriendly and above all corrupt MSEC system. which will allow him to live, work and be fully integrated into society.
Instead of the concept of “medical and social evaluation,” the bill introduced the term “evaluation of the individual’s daily functioning.”
According to the bill, from January 1, 2025, instead of MSEC, expert teams will work to assess a person’s daily functioning, which will be composed of practicing doctors. These teams will work in multidisciplinary, high-powered health care facilities that already have multidisciplinary rehabilitation teams in place.
The Ministry of Health has ensured that these hospitals are equipped with everything necessary for assessment and further analysis and have a sufficient number of specialized specialists on staff, where it is possible to form teams based on the needs of each individual patient. If necessary, the team can conduct the assessment not only in person at the institution, but also in absentia, remotely, or visiting the patient.
It was noted that the new system will be digitalized. The attending physician will be able to send a case electronically for assessment, and the assessment results will be automatically included in the Unified Information System of the Social Sphere for further rehabilitation measures, work ability assessment and, if necessary, assignment of government payments .
“Digitalization can also prevent corruption and other abuses. For example, doctors will not know the name of the patient until the examination, and the patient will not know the names of the doctors who will examine his performance, corrupt agreements, including those mentioned in It was recently learned,” the Ministry of Health notes.
The bill makes several other changes:

Medical advisory commissions (MACs) will no longer be needed. Attending physicians can refer military personnel for evaluation, and military personnel will be referred by military military personnel based on clear criteria using an electronic system.

“The bill developed by the Ministry of Health lays the foundation for the assessment of the daily functioning of the patient after the medical assessment will take place in accordance with the changes to be introduced in the social, educational field, work, and mechanisms for obtaining the necessary services,” the department summarized.
We remind you that after several high-profile corruption scandals in Ukraine, they decided to liquidate MSEC. President Vladimir Zelensky signed a corresponding decree. The duties of MSEC will be performed by the respective hospitals.
