From October 1, those Ukrainians liable for military service who voluntarily expressed a desire to serve in the Armed Forces of Ukraine can mobilize without the participation of the TCC and SP and will serve in the military unit or unit where they were interviewed.
The head of the Main Personnel Directorate of the General Staff of the Armed Forces of Ukraine, Roman Gorbach, assured this on October 7 at a briefing.
He convinces that the changes made to the procedure for conscripting citizens for military service during mobilization will completely eliminate all manipulations with the “theft” of personnel from training centers, Novinarnaya writes.
The corresponding innovations were initiated by the General Staff two months ago, on August 1.
After this, they went through the appropriate approval procedure and the corresponding changes to the procedure for conscripting citizens for military service during mobilization during a special period were made by Cabinet Resolution No. 1130 of October 1.
As Roman Gorbach explained, if someone who wants to mobilize successfully passes the interview, the commander of the military unit independently, without the participation of the territorial recruitment center, sends him to a military medical commission.
A recruit can undergo the VLC either at his place of residence or at the place of military registration or deployment of the military unit itself.
The head of the VLK is obliged to accept the citizen as directed by the commander of the military unit and provide the results through the TCC to the leadership of the military unit. I repeat once again that a citizen does not go to the TCC, only to the military medical commission,” emphasized the head of the Main Directorate of Personnel of the General Staff.
If a volunteer is fit for military service, after he has passed the VLC and processed the documents, the commander issues an order, and the serviceman is included in the lists of the corresponding military unit.
Moreover, depending on whether the recruit has previous military service experience (since 2014), two options are possible:
- those who served in the army after 2014 will immediately be assigned to positions directly in the unit;
- those who have served in the military before 2014 or have never had such experience at all must first be assigned to a position in a reserve unit, the so-called reserve company of the brigade.
This unit is intended for the temporary stay of military personnel undergoing training, treatment, etc.
A soldier enlisted in a reserve company is obliged to be sent on a business trip to a military training unit within a week by the commander of a military unit, where he will undergo basic general military training, and if his position requires it, then professional training.
When, after all the exercises, the serviceman returns from a business trip, the commander assigns him to the main units, where he will perform his duties according to his position.
It should be noted that previously there was a procedure for accepting volunteers for military service upon mobilization. But all this was provided for by the internal documents of the General Staff, and it was a very complex process that required long and painstaking work. Therefore, at various stages there were errors that we promptly corrected. This resolution will completely eliminate all manipulations with theft of personnel from training centers,” Colonel Gorbach emphasized.
According to him, this document “will completely set all priorities, show the work of each official in this process, and the serviceman will not be able to get into any other military unit.”
This will give an additional incentive to the citizens themselves to contact the command of the military unit they prefer or trust. And here the work of only two interested parties is already underway: the citizen himself and the commander of the military unit, summed up the representative of the General Staff.
Vladislav Grezev, CEO of the recruiting company LobbyX, who was present at the briefing, added:
As a result, this decision, which was initiated by the General Staff and adopted by the Cabinet of Ministers, makes any mistakes with the distribution of volunteers after training centers impossible.
According to him, over the past six months there have been “a number of decisions implemented by the General Staff to ensure the proper operation of this mechanism.”
But, obviously, the army, as a large system and with a very different culture in its different parts, had glitches here and there. We tried to quickly solve these problems with the help of the Ministry of Defense and the General Staff. Despite this, public attention is still primarily attracted to the worst precedents. And the rest, as for 99% of successful situations, is of no interest to anyone. That is why there were many complaints that these mechanisms do not work. Now there will be no intermediaries in the relationship between the volunteer and the military unit – there will be no mistakes,” Grezev said.
He also refuted Russian fakes that now, instead of the TCC, warning groups from combat brigades will walk the streets.
No, that’s not true. This will not happen, such things are not provided for. We see that the Russians are looking for an opportunity to discredit any new approaches of the Ukrainian army, Grezev emphasized.
As Novinarnya wrote, earlier both the mobilized themselves and the commanders of the units that recruited them complained that recruits were being “intercepted” in training centers by other brigades.
