Ukraine sees no legal basis to recognize Putin as the democratically elected and legitimate president of the Russian Federation.
The fifth “inauguration” of Vladimir Putin took place in the Kremlin. Ukraine does not recognize the so-called “elections” held by the Russians, including temporarily occupied Ukrainian territories, and, accordingly, does not recognize the “presidency” either, about which the Ministry of Foreign Affairs issued a special statement. But not all of Ukraine’s partners share the same opinion.

The Ukrainian Foreign Ministry emphasized that during the so-called “election” Russia violated the provisions of many international documents and, above all, the Charter of the United Nations, the Declaration of Principles of International Law, the Geneva Convention relating to the Protection of Civilian Persons in Time of War, the final act of the Conference on security and cooperation in Europe, as well as dozens of UN General Assembly resolutions.
“A brutal violation of generally accepted norms and principles of international law is the illegal organization of the so-called electoral process in the sovereign territories of Ukraine temporarily occupied by the Russian Federation – parts of the regions of Donetsk, Lugansk, Zaporozhye and Kherson, in the Autonomous Republic of Crimea and the city of Sevastopol – with the deliberate participation of millions of people here citizens of Ukraine living in temporarily occupied territories or forced to move to Russian territory Federation,” the Foreign Ministry said.
“Based on the above, and also taking into account the International Criminal Court’s current arrest warrant for Vladimir Putin, Ukraine sees no legal basis to recognize him as the democratically elected and legitimate president of the Russian Federation… We call on alien states, international organizations and the public to follow this example and not recognize the results of the pseudo-election and the legitimacy of the Russian dictator Vladimir Putin, continuing to fight against the destruction of the rule of law and generally accepted democratic amount arranged by his, and also continues to effectively support the people of Ukraine in the fight against Russian aggression, which poses a threat to the security, peace and stability of Europe and the world,” the statement of the Ministry of Foreign Affairs

The authorities of the USA, Great Britain, Canada, as well as some European countries refused to send their representatives to the inauguration ceremony. The European Parliament called the election results illegitimate and undemocratic – and called on EU countries to recognize Putin as an illegitimate president. However, the resolution is not binding, and the final decision rests with the national authorities.
Representatives of several EU countries – France, Hungary and Slovakia – attended Putin’s inauguration Radio Liberty also reported the presence of ambassadors from Greece, Malta and Cyprus;
EU High Representative for Foreign Affairs and Security Policy Josep Borrell said he advised EU countries not to send representatives to Putin’s “inauguration”, saying it would be difficult for Ukrainians and many in the world to understand why the Europeans were there.
“That would be a clear contradiction. My advice to the Member States is not to attend, and I hope that many of them will follow these guidelines. But each member state is completely sovereign in deciding whether to attend or not, Borrell said.
As a result, the representative of the EU foreign policy service, Peter Stano, explained in a briefing that, despite the recommendations to the EU states not to attend the so-called “inauguration” of Vladimir Putin, the member countries have the right to make their own decisions in the field of foreign policy.
“These are decisions that they make based on their ability, on the basis of national sovereignty, because, in the end, we are talking about bilateral relations,” he said.
Stano emphasized that the countries that decided to send their representatives to Putin’s “inauguration” should themselves explain why they did so.

“We certainly do not recognize those elections as free and fair, but he is the president of Russia and will continue to act in this role,” State Department spokesman Matthew Miller explained the US position.
