According to a KIIS survey, the relative majority of Ukrainians do not approve of government intervention in the Internet space, considering it a violation of rights and freedoms. Just six months ago, an absolute minority thought so.

49% of Ukrainians surveyed consider the state’s attempts to carry out more active control of information in Internet sources to be a restriction of the rights and freedoms of citizens.

This is discussed on the website of the Kyiv International Institute of Sociology (KIIS).

In 2022, 60% of Ukrainians agreed that to strengthen defense against the enemy, the state should more actively control information in Internet sources. At the same time, they opposed it and considered it a restriction of the rights and freedoms of the 30%.

By February 2024, the situation had changed significantly: now there are more people who perceive attempts by the state to take more active actions through Internet sources as a restriction of rights and freedoms—49% of respondents think so.

At the same time, the share of those who believe that in order to strengthen security it would be necessary to more actively control information in Internet sources decreased to 44%.

During February 17-23, 2024, the Kiev International Institute of Sociology (KIIS) conducted its own all-Ukrainian public opinion poll “Omnibus”. Using the method of telephone interviews using a computer based on a random sample of mobile telephone numbers (with random generation of telephone numbers and subsequent statistical weighting), 1052 respondents living in all regions of Ukraine (except for the Autonomous Republic of Crimea) were interviewed.

The survey was conducted with adult (aged 18 years and older) citizens of Ukraine who, at the time of the survey, were living in government-controlled territory of Ukraine. The sample did not include residents of territories that are temporarily not controlled by the Ukrainian authorities, and the survey was not conducted with citizens who traveled abroad after February 24, 2022.

Formally, under normal circumstances, the statistical error of such a sample (with a probability of 0.95 and taking into account the design effect of 1.1) did not exceed 3.4% for indicators close to 50%, 3.0% for indicators close to 25%, 2.1% – for indicators close to 10%, 1.5% – for indicators close to 5%.
