Decisions involve the production of ammunition, drones, and government procurement.
The Cabinet of Ministers of Ukraine adopted three resolutions that will strengthen the Ukrainian military-industrial complex. This was announced by the Prime Minister of Ukraine Denis Shmigal, the Government Portal notes on Thursday, February 1.
The first regulation involved deregulation—reducing government regulation—of the ammunition industry. In particular, in the summer of 2023, the Cabinet of Ministers launched an experimental project for the production of ammunition for drones. Within its framework, the circle of potential manufacturers was expanded, bureaucracy was eliminated, and transparent algorithms were created – from development to use on the battlefield.
So, within six months, more than 10 manufacturers have already been registered, more than 20 ammunition samples have been approved for use, and another 30 are being tested. Now they decided to extend the project to all types of ammunition.
The second resolution concerns pricing for the production of drones in Ukraine. Drone manufacturers will adjust their price estimates downward if margins exceed 25%. This rule would eliminate potential risks of overpayment and misuse of funds during government procurement of drones.
The third resolution concerns the takeover defense. Now they will go through a competitive procedure through a closed module in the Prozorro system.
According to Shmygal, the government solved several problems:
-
First, the continuity, stability and controllability of providing our army with everything it needs is guaranteed.
-
Second, transparent pricing is established, when the state does not overpay, and the business is profitable.
-
Third, preventers are installed for information leaks that pose security risks.
It should be noted that the Cabinet of Ministers allocated 9.6 billion Hryvnia to military units for the purchase of weapons, equipment, ammunition and protective equipment.
The World Bank predicts a slowdown in the renewal of Ukraine’s GDP this year and an acceleration in growth in 2025.
