The minister generally spoke to journalists about recruiting and the need to convey to Ukrainians abroad how important it is for them to join the army. There are no discussions on the mechanisms for recruiting into the ranks of the Ukrainian Armed Forces from abroad on the agenda.
Earlier, Rakurs wrote that all Ukrainians aged 25-60 who went abroad will receive summons to the army. This was stated by the Minister of Defense of Ukraine Rustem Umerov in an interview with several German media. The head of the Ministry of Defense, who assumed the post of Minister of Defense in the fall, said that all Ukrainian men of military age, which will soon be from 25 to 60 years, should receive a summons demanding to appear at the recruiting station of the Armed Forces of Ukraine.
We want justice for everyone because this is our own country. We will send them a summons. Defending and serving your country is not a punishment. It’s an honor,” Umerov said and threatened sanctions against those who did not show up.
On December 19, at the final press conference for the media, Vladimir Zelensky said that the General Staff and Commander-in-Chief of the Armed Forces Valery Zaluzhny proposed mobilizing an additional 450-500 thousand people in Ukraine. According to him, mobilization in this format will cost Ukraine an additional 500 billion UAH. But at the same time, the president demanded specifics from the military on a number of issues—leave of Ukrainian soldiers, rotation at the front, demobilization.
Zelensky then also stood up for civilians and recalled that one soldier is held by six people who pay taxes.
Nevertheless, in Ukraine, most likely, the mobilization age will be reduced to 25 years. At the same press conference, the President said that he would agree with such a decision. This means that they will be mobilized into the army from the age of 25, and not from 27, as now.
Subpoenas will no longer be handed out on the streets and in gyms when the electronic register of those liable for military service is fully operational, said Vladimir Fityo, a representative of the Ground Forces.
Currently, the Oberig electronic registry is operating in Ukraine, but it is not yet synchronized with other state registries.
When the corresponding bill is adopted, in most cases the need to go to public places will disappear – all existing bases will be synchronized. The TCC will know where they need people.
If a person liable for military service has moved to another city and has not registered at his actual place of residence, summonses will be sent to his previous place of registration. According to Fityo, when people do not update their data in the TCC, they try to avoid mobilization. The general register will change.
And we will see that the citizen was registered in Kyiv, but now works in Lvov, because the tax on his salary is paid to the Lychakiv district of Lvov. Accordingly, then there will simply be an appeal to the owner of his enterprise, of any form of ownership, that this citizen needs to appear at the Lychakivsky TCC. And the leader will be obliged to personally deliver this person liable for military service to the TCC,” Fityo said.
