The administration of Azerbaijani President Ilham Aliyev has published the main directions of the plan for the reunification of Armenian residents of the country’s Karabakh region. It was reported by the media.
It is noted that this plan includes actions in five areas: legal and administrative scope; Security coverage; economic sphere; social sphere; fields of culture, education and religion.
Administration of the territories where Armenian residents live will be carried out with the help of special offices of the representative of the President of Azerbaijan. These residents may also be involved in the work of special missions.
Municipalities will also be formed in the region. Citizenship issues of residents will be resolved based on appropriate procedures in accordance with the constitution and laws of Azerbaijan.
After the disarmament and demobilization is completed and all weapons are confiscated from the residents, the internal affairs bodies of Azerbaijan undertake to ensure the protection of public order in the territory and the safety of the residents. Residents of the region may be involved in the work of internal affairs bodies.
In the economic field, it is expected to provide physical and social infrastructure (education, health care, energy, gas, water, roads, communications, land reclamation, etc.) in the territories where residents live, bringing indicator at the level of the average indicator in a certain period of time throughout the country.
It is reported that the package of incentive measures, including tax and customs benefits related to the special economic regime introduced to accelerate economic development in the economic regions of Karabakh and East Zangezur, is applies to the territories of residence of residents of Armenian nationality. In addition, the full introduction of the national currency of Azerbaijan into circulation is ensured.
Steps are also being taken to support business activities in the areas where these residents live. We are talking about preferential loans, interest subsidies, provision of loan guarantees and other financial instruments used in the country in relation to expanding access to finance for entities of business; they reach the territories where the Armenian population lives.
Farmers are subsidized and exempt from all taxes except the land tax. Property issues are regulated in accordance with the legislation of Azerbaijan.
It is noted that the residents are subject to the system of wages and social benefits applied throughout the country, as well as benefits, social services and employment programs implemented in the social sphere in the economic regions of Karabakh and East Zangezur. Residents can use mobile services (Mobile ASAN and Mobile DOST).
In addition, residents are guaranteed the right to preserve and develop their culture and ethnocultural characteristics. Freedom of religion, protection of cultural and religious monuments, and the possibility of using the Armenian language are also ensured.
Let’s recall that on September 19, Azerbaijan announced the holding of “anti-terrorist measures” in Karabakh to “restore constitutional order.” On the same day, Baku announced the conditions for the end of the operation, including the surrender and disarmament of forces in the region. On September 20, Nagorno-Karabakh “authorities” accepted a ceasefire proposal.
Azerbaijan announced the restoration of sovereignty in Nagorno-Karabakh, and its residents, mainly ethnic Armenians, began to leave the region. The unrecognized Nagorno-Karabakh Republic (Artsakh) will cease to exist on January 1, 2024.
About 100,000 people left the formerly self-proclaimed Nagorno-Karabakh for Armenia.
