On September 12, President Vladimir Zelensky put into effect the decision of the National Security and Defense Council on the reform of military medical examinations in the Armed Forces of Ukraine.

The president’s website reports this.
Thus, the National Security and Defense Council instructed the Cabinet of Ministers to ensure:
-
within a week – the formation of working groups to verify the validity of decisions of medical and social expert commissions (MSEC) and military medical commissions (MMC) to establish disability, recognize unfitness for military service, taken during the period of martial law in Ukraine;
-
within three months – verification by working groups of the validity of decisions of MSEC and VLK on establishing disability, recognizing unfitness for military service, taken during the period of martial law;
-
within two weeks – elaboration of the issue of the peculiarities of crossing the state border by citizens of Ukraine recognized as unfit or partially fit for military service;
-
within a week – development and approval of a plan for the preparation of regulatory legal acts aimed at ensuring, in conditions of war, the quality, efficiency, appropriate level of service and barrier-free components of military medical examination in the Armed Forces of Ukraine, providing deadlines and those responsible for implementation;

within a week, together with the chairmen of the OVA and KMVA and the General Staff, taking comprehensive measures for the proper organization of the systematic work of the freelance permanent VLK of territorial recruitment and social support centers;

within two weeks – elaboration of the issue of improving the regulation of the issue of military personnel recognized as partially fit for military service, by preparing and submitting, in the prescribed manner, draft relevant normative legal acts.
At the same time, the Ministry of Health, the Ministry of Defense, the Ministry of Digital Development, the General Staff, the NZSU, the chairmen of the OVA and the KMVA were instructed to improve the system of medical examinations of the VLK within a week, providing, in particular:

establishing deadlines for carrying out these medical examinations;

ensuring digitalization of relevant processes;

providing conditions for medical examinations of pre-conscription conscripts, as well as foreign citizens, by freelance permanent VLK of territorial recruitment and social support centers;

determining a rational route when organizing a medical examination of pre-conscripts, conscripts, and those liable for military service within the framework of the program of state guarantees of medical care for the population, taking into account the requirements of the Regulations on military medical examination in the Armed Forces of Ukraine;

revision of specifications and conditions for the purchase of medical services under the “Medical Examination” package of medical services;
-
organizing training for personnel of non-staff permanent VLK of territorial recruitment and social support centers in order to ensure their effective work with the electronic health care system, as well as increasing their awareness of the features of military medical examination in the Armed Forces of Ukraine under martial law.
