March 23, former Ombudsman, Walter Gutierrezwas appointed Ambassador Extraordinary and Plenipotentiary to the Kingdom of Spain, replacing Oscar Maurtois.
At the gates of obtaining credentials that accredit him to the said position, Gutierrez Camacho surrendered RPP news his first interview as a designated ambassador.
The government is “dealing with the straightening of the country”
Walter Gutierrez spoke about the presidential management of Dina Boluarte. In this sense, he indicated that since taking office, he has sought to strengthen the “constitutionality” of the country.
“President Dina Boluarte is a constitutional president by inheritance. As soon as she took office, she took an important step to strengthen constitutionality in the country. We must not lose sight of the fact that the government Pedro Castillo put us on a rock,” he said.
In this sense, he pointed out that the cabinet was “superior” and that the government was striving to “set the country right”.
“Ms. Boluart has made a turn because, I have no doubt, this cabinet is technically, ethically and democratically superior. Many criticisms can be made, but I am convinced that this Cabinet and President Boluart are determined to make things right. country,” he said.
Regarding his administration as Ambassador to Spain, Gutierrez Camacho noted that it will be characterized, among other things, by “a change in the narrative” according to which the former president Terrones Castle He didn’t stage a coup.
“It is necessary to achieve Spain and establish a narrative tied to reality and constitutionality, not a fictional narrative blurred in Europe and some Latin American countries (…) It will never be enough to repeat that what former President Pedro Castillo did was a coup d’état,” he said.
“(We will strive) to promote investment, exports, tourism and change that narration and, of course, culture. Peru is one of the countries with the largest cultural heritage in the world,” he said.
“Congress must be tested”
On the other hand, when asked about a possible tacit agreement between the government and Congress that would run until 2026, the former Ombudsman denied the possibility.
“The Constitution itself speaks of the mechanisms of cooperation, coexistence, in order to find points regarding the materialization of rights. No other type agreements (with Congress),” he explained.
“The executive power came up with a legislative initiative on the possibility of early elections. Congress materialize it. Until this materializes, any government must have a goal, objectives and manage until the last day, whether it stays for one or two years or for any other period, ”he added.
Besides, Walter Gutierrez believed that parliament had become an “archipelago” that only acted in “individual interests”. So he said that he needed to be “spread”.
“Congress today is nothing but an archipelago of individual interests; there is no institutionality in parliament. As a society, efforts must be made to straighten Congress. In the hands of Parliament is the normative act that guides the life of the whole country. That’s why we need to control Congress. Until we can put it on rails, we will be in trouble.” projection.
