The mapping aims to identify the presence of these policies considered essential, referred to as the “tripod of LGBTI+ citizenship”. This tripod is composed of a dedicated management body within the municipal structure, such as a specific secretariat or coordination; a council that involves government and civil society in a deliberative capacity; and a plan with actions and goals to combat LGBTphobia and promote citizenship, including the budget provision in the Annual Budget Law (LOA) and in the Multi-Year Plan (PPA).
According to Cláudio Nascimento, director of the National LGBTI+ Alliance and coordinator of the study alongside researcher Rogerio Sganzerla, “There is still a lot to be done for governments to achieve indicators of full development of public policies for the LGBTQIAPN+ community.”
Of the three basic pillars, the mapping found that 15 capitals have some type of management body, but only nine have guidelines in the 2022-2025 PPA, and seven have a budget forecast in the 2024 LOA. Regarding municipal councils, 13 capitals have them, ten of which are protected by ordinary laws, but only Florianópolis and Salvador allocate an exclusive budget to these bodies in their respective 2024 LOAs.
The study, which is of great importance to the queer community, also revealed that only six of the 15 capitals with a governing body have programs for implementing LGBT+ public policies, and only three of them have short-, medium- and long-term plans to improve these policies. Eight capitals, located mainly in the North and Northeast regions, do not have any of the basic pillars.
In addition to the fundamental pillars, the survey also assessed the existence of legislation on nine rights and guarantees for the LGBTQIAPN+ population, such as the use of a social name, sanctions for prejudice, and tax incentives for social projects. The result shows that Brazil still faces significant challenges in implementing effective public policies to promote LGBTQIA+ citizenship.
