A large-scale winter support program begins in Ukraine, providing subsidies for housing, simplifying the calculation and payment of benefits for the military and payments for the purchase of solid fuel. Prime Minister Denis Shmygal announced this at a government meeting on Tuesday, November 5.
Before the start of the heating season, the government introduced a number of measures to support Ukrainians in the winter. According to Shmygal, the program will cover 2.8 million families who will receive subsidies and housing benefits, whose value has already been transferred by the Pension Fund.
For 2025, the state budget includes 42 billion hryvnias to ensure these payments.
While for military personnel the government has simplified the mechanism for assigning housing and utility benefits, and for displaced people, a program of subsidies for rental housing will start working in January.
This support will be available to families who spend more than 30% of their income on rent. In addition, 500 thousand households in front-line regions will receive payments of up to 21 thousand Hryvnias for the purchase of firewood and coal.
In addition, the government encourages citizens to install alternative energy sources such as solar panels and wind turbines.
For such families, the right to subsidies remains if the cost of the equipment does not exceed 150 thousand hryvnias.
“The Ministry of Social Policy is developing a mechanism to ensure that the size of the electricity subsidy does not decrease during power outages,” the statement added.
