The company plans to start construction of the second phase of the wind farm in the second quarter of 2024, and complete it by the end of 2025.
On December 4, at the UN climate conference COP28 in Dubai, DTEK Group and Vestas signed a memorandum of understanding to complete the construction of the largest wind power plant in Eastern Europe – the Tiligul Wind Farm in the Nikolaev region. The project is supported by the European Commission and the governments of Ukraine and Denmark, the DTEK press service reported on Monday, December 4.
Investments in the second phase of the wind farm will reach 450 million euros and will be financed by DTEK and Western banks under government guarantees.
“The Memorandum of Understanding between DTEK and Vestas, the world’s leading wind turbine manufacturer, states that the Danish company will supply wind turbines to Ukraine for the construction of the second phase of the Tiligul wind farm,” DTEK clarified .
According to the project, phase II of the wind farm will consist of 64 wind turbines (6 MW each) with a total capacity of 384 MW. In total, phase I and II of the wind farm will have a capacity of 500 MW (83 wind turbines). The station is capable of producing approximately 1.7 TWh of electricity annually, which is enough to meet the needs of 900 thousand households. The project is expected to reduce CO2 emissions by 1.7 million tons annually.

“This is another evidence of the high trust of Western investors in the DTEK group, which has repeatedly confirmed its reputation as a responsible partner. We believe in the success of Ukraine and are not waiting for the end of the war to attract our itself and Western capital to create new infrastructure. Now we are not only returning “that the invaders destroyed such persistence, but we are also building new Ukrainian energy, new power plants,” commented DTEK General Director Maxim Timchenko at the signing of the memorandum.
DTEK noted that the company is ready to start construction of the second phase of the wind farm in the second quarter of 2024, and complete it by the end of 2025. The gradual connection of the installed wind turbines to the network is expected from end of 2024.
“The Tiligul wind farm project was developed in accordance with the company’s long-term strategy to achieve carbon neutrality and integration into the single market of European Union countries, which was approved by DTEK shareholder Rinat Akhmetov,” added the press service of the company.
Let’s recall that the first stage of the Tiligul wind farm in the Nikolaev region with 19 turbines with a capacity of 114 MW was installed in May 2023.
