According to the agency, the call was initiated by the United States, but it is not known what kind of Russian activity has caused alarm among the Americans. They refused to clarify this information, but the publication suggests that incidents related to Russian military operations around the critical infrastructure of Ukraine have caused concern.
Among such operations of the Russian Federation, Reuters named the situation around the Zaporozhye nuclear power plant in Ukraine, as well as the destruction of the Kakhovka dam, which has a large reservoir in southern Ukraine.
The publication writes that there are other military channels of communication between the Pentagon and the Russian Ministry of Defense, but they are volatile and rare. So, many talks took place between US Secretary of Defense Lloyd Austin and Russian Defense Minister Sergei Shoigu. The Chairman of the US Joint Chiefs of Staff, General Mark Milley, and the Chief of the General Staff of the Russian Army, General Valery Gerasimov, have also spoken twice since the start of the war. White House National Security Adviser Jake Sullivan and CIA Director Bill Burns have also contacted Russian officials.
“However, US-Russian relations are at their lowest level since the Cold War. Thus, the US State Department said that Moscow has postponed the talks in Cairo, which should be aimed at resuming inspections of nuclear weapons . The Russian Foreign Ministry confirmed the postponement negotiations. No reason was given by either side,” the statement said.
Alexander Vershbow, a former US ambassador to Moscow and a former top official of the Pentagon and NATO, expressed his opinion on the use of the deconfliction situation line by the American and Russian military in the publication. He noted that the hotline should focus on day-to-day operations – as opposed to strategic conversations between officials at the level of Milli and Gerasimov.
“We’ve seen this in Syria, where having a direct operational channel can at least clarify intentions in a short-term situation where perhaps Washington is sleeping,” Vershbow said.
Earlier, the Pentagon said that the war in Ukraine will affect the global security situation in the 21st century.
