“According to the UN Refugee Agency, as of August 30, 2022, the number of border crossings into Ukraine since February 24, 2022 reached 12 million people, while 5.3 million people returned to Ukraine,” the document said.
It also reports on the outward migration of Ukrainian citizens due to security risks.
According to the Ministry of Finance, the total reduction in the number of employees based on all factors in 2022 may reach 5.0 million people, and the unemployment rate may reach 30%.
“Therefore, in the second half of 2022 and in 2023, we should expect a decrease in the receipts of the single contribution and personal income tax due to the decrease in employment,” the document said.
