Oil manufacturers are asking to unlock rapeseed imports, evaluating that the deficiency of 2025/2026 will reach at least 0.5 million tons.
The Polish Association of Oil Manufacturers (PSPO), which represents 95% of the country’s processing plants, turned to prime minister Donald Tuska with the request to unlock the importation of agricultural products from Ukraine. POLSKIERADIO reported it.
The reason is the predicted lack of rapeseed in the Poland market. According to the PSPO, it is expected that the deficiency will reach at least 0.5 million tons.
The situation in the Poland and Fat industry industry is “extremely complicated.” The industry is already facing the lack of raw materials next season, given the annual capacity of repairing rapeseed plants, which exceeds 4 million tons.
As the PSPO noted in a letter to the prime minister, 2023-2024 became a record for the processing of bones and the provision of products from rapeseed. Last year, PSPO member companies processed a total of more than 3.66 million tonnes of rapeseed, producing 1.6 million tons of oil and 2.1 million tons of protein feed.
“This made it possible thanks to the great harvest of raps first in 2022, and then a record harvest in 2023, which, according to Central Statistical Management (GUS), reached 3.74 million tons of bones, and according to some estimates in the industry, even exceeding 4 million tons,” the organization said.
PSPO general director Adam Stempen noted that the regulations of 2023 prohibited rapeseed imports from Ukraine, but did not prohibit oil importation, which affects Polish processing plants.
“In a situation where business entities from other EU members can satisfy their needs for raw materials and increase their own processing (…), there is a risk that part of rapeseed oil and protein feed provided by the domestic industry will be delivered to Poland from the outside,” said the PSPO leader.
The PSPO director emphasized that business profitability is determined by logistics costs of raw materials that affect the margin of the processing industry.
“Therefore, we demand that the import of raps from Ukraine is allowed by excluding them from regulations,” he added.
In a letter, the PSPO assured the prime minister that the cancellation of the ban on raps from Ukraine “was not at risk for Poland farmers, as the whole harvest would be purchased by the Poland industry at a Pan-European price based on matif exchange quotes.”
According to Stampen, the situation of 2022, when grain imports, including raps, from Ukraine to Poland are very high due to Russia’s blockage of black seethes, is not uncommon and will not repeat.
“In Romania, a strong transportation infrastructure has been created – the Port of Constanta, which is currently an alternative to the ports of Ukrainian. The path of land from Ukraine to Poland is no longer a living choice for Ukraine or Western Europe,” Stampen emphasized.
While weakening the raps processing industry can lead to a decrease in existing capacities of processing domestic oil and fat factories. He noted that it would limit the possibilities of rapeseed use, which, as he recognized, meant reducing rapeseed cultivation for farmers.
