The Russian state of Duma Today, July 17, supported the amendment, which imposes fines “in search of intentionally extremist materials and access to them”, in particular, using the VPN services.

It is noted that the corresponding amendments to the Russian Code of Administrative Crimes accept an account for “strengthening administrative responsibility for individual crimes in the field of transport and expeditionary activity”, to which the second reading was subjected to the second reading on July 14.
Such a tactics of “cunning” repressive changes in the legislation through editing in bills that were in the first case are not used for the first time. This can significantly accelerate the adoption process and is aimed at avoiding public resonance.
Edit adds a new article 13.53 to the Russian CPA called “The search for clearly extremist materials and access to them, including the use of software and equipment for access to information resources, information and telecommunication networks that are limited”, which provides :: Provides ::
- An administrative fine of 3 to 5 thousand rubles for the “deliberate search for extremist materials”;
- A fine of up to 500 thousand rubles for advertising VPN services.
Russian deputies also accepted administrative responsibility for the transfer of SIM cards and information about the transfer to other persons and information necessary for the resolution and registration of the Internet user.
The relevant changes should come into force on September 1.
It is interesting that even Russian propaganda Margarita Simonyan opposed such changes in the legislation, which believes that as a result of propagandists they will not be able to “investigate” people and organizations declared by the Russian authorities, “extremists” and the head of the Vedient “safe Internet”.
According to the latter, the law will not become impossible for monitoring the “safe Internet” on “extremist communities” and the transfer of data about them to the Russian Ministry of the Interior.
It should be added that the Russian “Federal List of Extremist Materials”, which constantly updates the Ministry of Justice of the country, has been filled in 2007, and as of mid -2024, more than 6.5 thousand points were contained.
