The European Council could not unanimously approve the support of Ukraine during the meeting today, June 26. The document was supported by 26 of 27 EU member states.

It is noted that this communure was not supported by Hungary from “strategic differences with the European Union against Ukraine”.
The European Council confirmed the adamant support for the European Course on the integration of Ukraine. EU leaders congratulated significant progress in the reforms, called for strengthening the work on joining and noted their readiness to open the first negotiation cluster.
It is planned to discuss the first negotiations on the EU cluster with Ukraine, which will be planned on October 23-24, 2025.
The EU countries also announced their intention to strengthen military assistance to Ukraine, in particular, through the development of defense industry and the integration of Ukrainian enterprises into the European defense sector.
In the document, the European Council again confirmed its support for the world in Ukraine, condemned the recent attacks of the Russian Federation and called for immediate ceasefire and constructive dialogue.
The statement emphasizes that a comprehensive peace agreement should be accompanied by reliable security guarantees for Ukraine. The European Union promised to promote the training and equipment of the Armed Forces, as well as to provide long -term financial assistance. In particular, in 2025, Ukraine should receive 30.6 billion euros.
The European Council also congratulated the 17th package of sanctions against the Russian Federation, emphasized the need to fight them and confirmed that Russian assets would remain frozen until the end of the war and pay compensation.
EU leaders also supported further work to create a special tribunal to crime aggression against Ukraine.
