Most Ukrainians – 66% – believe that the goal of Russia is the destruction of Ukraine and Ukrainians.
This is evidenced by the results of a survey of Kyiv by the International Institute of Sociology (Kiis).
According to these data, 38% of respondents believe that Russia wants to seize the entire / large territory of Ukraine and destroy Ukrainian statehood, and 28% that the Russian Federation wants to fulfill the physical genocide of Ukrainians.
In addition, another 14% believe that Russia wants to capture the entire or most of the territory and create a puppet government. It is believed that Russia wants to capture all Donbas, Kherson and Zaporozhye – 7%.
Thus, 87% of Ukrainians believe that Russia does not want to dwell in the occupied territories.
Ukrainians are really tired, but in all our polls we see that Ukrainians are still very against the world “on all conditions”. That is, despite fatigue, the will to battle remains undeniable, and most Ukrainians are ready to miscalculate the war as much as it will be required. According to Kiis Executive Director, one of the explanations of such an amazing stability is a sense of existential threat.
Survey methodology
During February 14, March 4, 2025, the International Institute of Sociology KYIV (KISIS) spent the All -Ukrainian general Ukrainian public opinion, in which, on his own initiative, he added the issue of perceiving the goal of Russia in the war against Ukraine.
A telephone interview (CATI) (CATI), based on a random sample of mobile phone numbers (with random generation of telephone numbers and further statistical weighing) in all regions of Ukraine (controlled by the Ukrainian government), was interviewed by 1029 respondents.
The examination was carried out with adults (at the age of 18 years and older) by citizens of Ukraine, who lived in the territory of Ukraine during the study, which was controlled by the Government of Ukraine. The sample did not include residents of territories that are not controlled by the Ukrainian authorities (at the same time some respondents – IDS who moved from the occupied territories), and the examination was not carried out with citizens who went abroad after February 24, 2022.
Formally, in normal circumstances, the statistical error of such a sample (with a probability of 0.95 and taking into account the design effect 1.3) did not exceed 4.1% for indicators close to 50%, 3.5% for indicators close to 25%, 2.5% for indicators close to 10%, 1.8% for indicators.
