The EU Council has introduced a new sanctions mechanism for Russia’s actions to destabilize abroad.
This will make it possible to hold accountable individuals and legal entities involved in Kremlin actions that undermine the fundamental values of the EU, international organizations and third countries.
This will help counter “hybrid threats” to Russia – undermining electoral processes and the functioning of democratic institutions, economic sabotage, disinformation and cyber attacks.
The assets of such individuals will be frozen and EU citizens and companies will be prohibited from providing funds.
In addition, individuals will be subject to a ban on entry and transit through the EU.
The new mechanism will operate separately from the main list of sanctions imposed against Russia for aggression, as well as sanctions imposed for serious human rights violations.
Now the EU will be able to counter a variety of hybrid threats, such as: undermining electoral processes and the functioning of democratic institutions; threats and sabotage of economic activities or critical infrastructure; use of coordinated disinformation; malicious cyber activities, instrumentalization of migrants and other destabilizing activities, it said.
