The Cabinet of Ministers introduced changes in the procedure for the electronic recording of the cultivation and movement of cannabis for medical purposes. This was announced by the representative of the Cabinet of Ministers in the Verkhovna Rada Taras Melnichuk in Ttelegram on Tuesday, October 8th.
In particular, the new rules simplify the recording of individual transactions, while at the same time establishing additional requirements for producers, especially regarding the reporting of storage and plant movements.
Corresponding changes were made in the resolution of the Cabinet of Ministers of Ukraine No. 857 dated July 25, 2024 “On the approval of the Regulations on the electronic information system for the registration of growing hemp plants for medical purposes, the movement of such plants, their processed products, substances of the cannabis plant, drugs produced (produced) from them for all stages of circulation and the order of its function.”
Thus, the government has slightly simplified the procedure by eliminating the need to enter information in the electronic system about all stages of the application for:

harvesting hemp for medical purposes, its collection, sorting and raw materials from it;

transit transportation of plants and products made from them;
-
planting plants and planting material.
At the same time, a new obligation was established for manufacturers, who must now put in the accounting system information about the places where plants or raw materials are actually stored, as well as their own facilities.
In addition, owners are required to inform about the movement of plants.
Also, from now on, they are required to report on available seeds, operations for collecting and processing plant materials.
Moreover, the operations for sampling the hemp plants and packing the finished medicinal product for other accounting facilities, etc. is common.
We remind you that the Ministry of Health has approved the rules for prescribing medicines based on medical cannabis made in a pharmacy.
The dosage and regimen of taking cannabis-based medicine will be determined by the doctor individually, taking into account the patient’s age, weight, health status, concomitant diseases and other factors.
Let’s add that in January of this year the Verkhovna Rada canceled the signing of bill No. 7457, legalizing medical cannabis in Ukraine. On February 15, it was signed by President Vladimir Zelensky.
