A state project for identification and registration of domestic animals begins in Ukraine, which provides for the creation of a Unified State Register and the introduction of electronic veterinary passports. The Ministry of Agricultural Policy reported this on Tuesday, August 27, with reference to the Deputy Minister of Agrarian Policy and Food of Ukraine Denis Bashlyk.
He said the project was initiated by the Ministry of Agrarian Policy along with the State Food and Consumer Service and the Ministry of Digital Development.
“Previously, only state institutions of veterinary medicine had the right to issue official documents for animals. After the launch of the project, the issuance of veterinary documents will become a digitized, transparent and accessible service, and it will be possible to get state-issued passports not only to the public, but also to private veterinary clinics that will participate in the project,” explained the deputy minister.
He added that the Unified State Register of Pets will also be launched in Ukraine. Information in this register will be entered during the vet visit. In particular, the registry will store data about the animal’s owner and vaccination history. After filling out the register, the veterinarian’s electronic passports should appear in Diya.
“The second pressing problem that we will begin to solve is the lack of verified state infrastructure for finding lost animals and returning them,” Bashlyk said.
He added that the registration and microchipping of animals should make them easier to find and identify.
“Third, the introduction of a system for identifying and registering domestic animals is an effective practice in Europe that allows us to approach the problem comprehensively: not only to regulate the number of wild animals, but also to successfully fight rabies,” explained the deputy minister. .
According to Denis Bashlyk, the Unified State Register of Pets will be operational this fall. In the second phase, the project team implements the reflection of veterinary passports in the Diya application. In the future, the implementation of the project on the identification and registration of domestic animals will allow the integration of the Ukrainian database with international registers, in particular, Europetnet.
