Only the TCC and SP have the right to impose fines on military personnel who have not updated their data by July 17.

According to him, the technical worker of the center can see the violations in the register “Obereg”. Then he will document and transfer the data to the head of the TCC to draw up a protocol.
In addition, citizens have another obligation – to undergo a medical examination. If a person has updated their data, but has not passed the medical commission, then they can receive a separate fine for this.
According to the law on mobilization, citizens who do not update their military registration data by July 16 may receive a fine of 17 to 25 thousand hryvnia.
Ukrainians who have not updated their data by July 16 can avoid a fine if they provide documents or other evidence proving that the citizen was unable to comply with the law’s requirement within the allotted 60 days, Dmitry Molot, a senior officer of the legal service of the Zhytomyr regional TCC and SP, said earlier.
According to Molot, he has no information about the so-called buffer period for those who did not manage to update their data before July 16, but some military personnel may avoid administrative liability for failure to comply with the law even after this date.
Not all persons who for some reason have not updated their data automatically become offenders. An administrative offense has 4 components: object, subject, objective and subjective side. And the relevant head of the TCC, when deciding on bringing to administrative responsibility, will consider the very essence of the offense, if it occurred, and for what reasons it occurred, and will already give a separate assessment of each fact.
If a person wants to update data with all his actions, but for objective reasons cannot get these queues in a day, then such a circumstance excludes the composition of an administrative offense.
But, of course, all these circumstances need to be established by the head of the TCC, and the person must also be informed and provided with the relevant documents confirming this, Molot noted.
Earlier, the State Border Service of Ukraine reported that from July 17, the presence of a military registration document when crossing the border will apply to all men aged 18 to 60 years.
