The government aims to return to implementing the EU reform program after failing to comply with deadlines that forced the European Union to reduce the amount of financial payments.
Ukraine aims to fulfill EU obligations in reform and to receive funds, which are detained for the destruction of deadlines. It was said by the Minister of Economics Alexei Sobolev, written by Bloomberg on Saturday, August 2.
The Ministers Cabinet receives 12.5 billion euros under the Ukraine facility program – the support mechanism aimed at maintaining the economy floating in the fourth year of the war.
At an online press conference on Saturday, Sobolev noted that Kyiv plans to fulfill all conditions to get a full amount of help.
The Ukrain Facility program was approved in 2023, and now, according to Sobolev, after two years it should be updated.
“We are reviewing close cooperation with the European Commission, and the changes have been preparing for the past three months. We hope the European Commission will approve them until the end of September,” the minister said.
The publication notes that Ukraine is highly dependent on the financial support of Western partners who set the conditions: in particular, Kyiv should carry out reforms, including anti -corruption steps.
As mentioned, the EU aims to reduce the next tranche by 1.5 billion euros, as Ukraine in the first quarter did not fulfill 3 out of 16 necessary conditions for a full payment of 4.5 billion. In June, Ukraine requested a slight payment of 3 billion euros, said a representative of the European Commission.
Since then, the government has completed 2 out of 3 missed indicators and is expected to obtain 1.1 billion euros after reporting to this European Commission with the submission of reform reports for the second quarter.
The third condition that has not yet been remembered for the choice of judges in the Supreme Anti -Corruption Court. According to Sobolev, the procedure developed with European experts became very complicated: out of 25 judges, only two out of 200 candidates were selected. The government has prepared a new bill, which should simplify the process.
The number of indicators that Ukraine should fulfill has grown from 36 to 51 this year, the minister added, noting that adopting certain parliament laws was a difficult task.
Ukraine wants to change certain requirements by postponing some and speeding up others. In the case of approved changes to the European Commission, they will allow Ukraine to fulfill the program completely and without breaking the deadlines.
As reported, on July 22, Verkhovna Rada voted for Bill No. 12414 in the second reading. This decision has limited the independence of Nabu and SAP and made them dependent on the decisions of the general prosecutor. This decision was surprised by the European partners of Ukraine, after which they announced a deduction with assistance.
And although on July 31 Verkhovna Rada supported President No.’s bill. 13533 With the restoration of Nabu’s independence and SAP, the EU has now ceased to become a blind eye to Ukraine’s failure to fulfill its obligations.
As a result, in particular, the question of the appointment of the BEB leader, which should take place before July, has gone away. However, prime minister Yulia Sviridenko, who should approve the candidacy of the chosen BEB leader, who previously refused to do so.
