Ukrainian investigators have established the involvement of representatives of Russian special services in the suppression of protests in Ukraine in 2013-2014.
Ukrainian law enforcement officials have expressed suspicion of the director of the FSB of the Russian Federation, Alexander Bortnikov, and 20 other officers of the Russian special services. The State Bureau of Investigation reported this on Saturday, May 18.
The DBI collected evidence of subversive activities of the Russian intelligence service and personal head of the FSB against Ukraine.
The investigation established that Bortnikov developed a criminal plan to suppress the protests of Ukrainians in 2013-2014 with the aim of further consolidating part of the territory of Ukraine under the alleged “civil confrontation.”
One of Russia’s goals is to stop the processes of Ukraine’s integration with Europe and joining NATO.
The Secretary of the Russian Security Council Nikolai Patrushev came to Ukraine in October 2013 with instructions to the leadership of the National Security and Defense Council of Ukraine, including Deputy Secretary Sivkovich, about dispersing potential rallies with the highest brutality and use of excessive force to intimidate other activists.
According to investigators, the head of the FSB, Bortnikov, tasked the then head of the SBU, who also had Russian citizenship, to personally assist and with subordinates FSB employees in their illegal subversive activities .
On December 13, 2013, a group of 20 FSB officers arrived in Kyiv to train Ukrainian law enforcement officials in countering Euromaidan.
DBR investigators reported suspicion on several counts (some people involved renewed their suspicions):

the former chairman of the SBU, head of the Department for National State Protection of the SBU;

First Deputy Head of the SBU – Head of the Anti-Terrorism Center.
