The Dzvin-AS system passed state tests in the spring of 2022 and was put into service in December.
The National Anti-Corruption Bureau (NABU) conducted searches of the former head of the communications troops of the Armed Forces of Ukraine – former head of the Main Directorate of Communications and Information Systems of the General Staff of the Armed Forces of Ukraine Vladimir Rapko and the former head of the Automation Development Directorate of the Armed Forces of Ukraine in the case of the automated troop control system Dzvin-AS. It was discussed in the materials of court cases, on Monday, May 13, the publication Slovo i delo writes.
It was indicated that at the end of April, NABU detectives conducted a search of Rapko’s residence and found a mobile phone there. It contains a letter to the former head of the Automation Development Department of the Armed Forces of Ukraine, the former beneficial owner of Everest Limited LLC, as well as other people. The specified phone was seized and identified as material evidence.
In addition, searches were conducted with the actual owner of Ikuzhn IT LLC. He was also found with a phone, but it was protected by logistics protection. That’s why he was arrested.
As part of the investigation of the case, a search was also conducted on the former head of the Automation Development Department of the Armed Forces of Ukraine, where his phone and laptops were confiscated. In the equipment, detectives found chats and letters about the circumstances of the case, in particular, about the procedure for carrying out the development of the Dzvin-AS automated troop control system and other data. From 2018 to 2020, this post was held by Viktor Artikhovich, and from 2020 – by Alexander Zhitnik. The place itself was also searched by the Automation Development Authority and some documents and other property were seized.
In addition, NABU conducted investigative actions against the former head of the military representative office No. 2461 of the Ministry of Defense, Viktor Byvalkevich.
Together with him, they found the former head of the department for organizing the use of automatic systems of the Automation Development Directorate of the Armed Forces of Ukraine Dedovets MV Later, Dedovets was hired as a senior design engineer directly at Everest Limited. It is Everest Limited that forms Dzvin-AS.
According to the investigation, military employees of the General Staff of the Armed Forces of Ukraine, officials of Everest Limited LLC could seize and embezzle budget funds in the course of fulfilling the terms of the state contract for the order of state defense for the implementation of the development code of work Dzvin-AS.
During the investigation, it turned out that the military ordered the development from Everest Limited LLC, which had not been involved in such work. UAH 580 million of budget funds were spent on it, and although shortcomings were found here, by the end of 2022 the Dzvin-AS automated combat control system was adopted by the Armed Forces of Ukraine.
