The second “layer,” Skibitsky believes, is Russia’s disinformation campaign in Ukraine, aimed at undermining Ukrainian mobilization and the political legitimacy of Vladimir Zelensky, whose presidential term ends on May 20.
“Although the Constitution clearly allows for an indefinite extension of powers during martial law, his opponents have emphasized the president’s weakness,” the intelligence official pointed out.
The third factor, the general said, is Russia’s ongoing campaign to isolate Ukraine from the rest of the world.
