On September 29, 2021, the mayor of Zaporozhye, Vladimir Buryak, resigned; since then, his duties have been performed by the secretary of the city council, Anatoly Kurtev, but he is accused of blocking the work of the city council.
In addition, the NACP found signs of illegal enrichment in Kurtev amounting to 9 million hryvnia.
At the session, the majority of deputies demanded to convene an extraordinary session and replace the secretary of the city council, Kurtev. The people’s representatives argued that… The mayor is “openly sabotaging the functioning of the city.”
The meeting took place without voting, broadcasting or recording. The decision to remove the secretary of the City Council was made by secret ballot. Kurtev himself was not present at the meeting.
All 38 city council deputies present at the meeting voted “for” the dismissal of Secretary Kurtev.
On Wednesday, during an extraordinary meeting, city people’s representatives updated the composition of the deputy mayors of Zaporozhye. Deputies fired first deputy mayor Alexander Vlasyuk and deputies Alexander Kazantsev and Stepan Makhsma.
To these positions, the city council appointed SBU officer Andrei Bugar as first deputy mayor, and Ella Slepyan and Sergei Belov as deputies.
Candidate of Economic Sciences Ella Slepyan, in particular, was the first deputy chairman of the Zaporozhye regional state administration (in 2017-2019). In 2020, she ran for the position of mayor of Zaporozhye from the Our Land party.
Sergei Bilov was still the director of the department of culture and tourism of the Zaporozhye city council.
