SMS dispatch of summonses is being introduced in Belarus.

The corresponding law was signed by the self-proclaimed President of Belarus Alexander Lukashenko on April 5. This was reported on the state legal Internet portal of Belarus.
This law provides Belarusian military commissariats with the opportunity to notify men about their appearance at the military registration and enlistment office or conscription for military service via SMS – telecom operators are required to provide the numbers of citizens registered with the military within a week upon request of the military registration and enlistment offices.
SMS notifications will be sent in the event of mobilization, as well as for mobilization preparation events. The fact of sending an SMS will be enough for the message to be legally considered delivered to the addressee.
The changes also apply to paper summonses – in Belarus they can now be served not only by employees of military registration and enlistment offices, but also by officials of organizations that will be determined by local authorities. Subpoenas will be served not only at the place of residence, but also at the place of work or stay.
The maximum penalty for draft evasion (from two to three years of imprisonment) and the fine for violation of military registration (from three to 25 basic units. One basic unit is 40 Belarusian rubles, which corresponds to approximately 500 UAH).
It is worth adding that in early April, Lukashenko said that Belarus was preparing for war, but it seemed that it did not want to fight.
