The document was adopted on May 30, 2023, but since then the head of state has not signed it.
Then the parliament supported reducing the age limit for citizens to register for military conscription from 27 to 25 years.
These changes are justified by the fact that during the legal regime of martial law there is no need for military registration of conscripts under 27 years of age.
Firstly, the need for the annual arrival of conscripts at territorial recruitment and social support centers, including for medical examinations, leads to additional financial costs, a burden on medical workers and an increase in queues for undergoing military training. While conscription for military service is not carried out under martial law.
Secondly, the long stay of conscripts on the military register during martial law leads to the fact that a significant number of citizens fit for military service who do not have the status of those liable for military service cannot be involved in military conscription during mobilization.
According to the explanatory note, to this day, citizens who are fit for this for health reasons, who are 18 years old before the day of departure to military units, and older persons who have not reached 27 years of age and are not entitled to dismissal or deferment, are called up for compulsory military service.
At the same time, citizens who have reached the age of 27 while being registered as conscripts are subject to military registration.
The authors of the document expect that the implementation of the law will normalize the issue of replenishing the mobilization human reserve by registering for military service citizens who have reached the age of 25 while being registered as conscripts.
