On March 29, the Committee on National Security, Defense and Intelligence continued work on preparing for the second reading of the mobilization bill.

Its members have not yet supported the provision on electronic subpoenas and a number of other proposals of the Cabinet of Ministers on changes to the current legislation. Member of the Committee, People’s Deputy Irina Friz wrote about this on her page.
This is the result for the areas considered in two days, not amendments, that is, the corresponding decision can be revised.
The Committee, in particular, did not support the following innovations:
- restrictions on traveling abroad;
- blocking of accounts;
- electronic subpoenas;
- electronic account as a duty, but supported as a right (i.e. the opportunity for those liable for military service, reservists and conscripts to use this mechanism to update data, etc.);
- reduction of mobilization age from 27 to 25
As for supporting the reduction of the age limit for mobilization, they appeal to the law already adopted by the Verkhovna Rada, which since last year has remained unsigned by the president.
In addition, committee members did not agree on restrictions on consular services.
Limiting consular services for Ukrainians abroad will not only not have a positive effect on the issue of mobilization, but will also have negative consequences – undermining the trust of citizens in their own state, reducing the motivation to protect the interests of Ukraine in the host countries (public events, etc.), an increase in those who will generally renounce Ukrainian citizenship,” Frieze wrote.
Together with officials, people’s deputies discussed the issue of exemption from conscription during mobilization. Dismissal supported:
- those who have three or more dependent children, except for those who have arrears in paying child support;
- guardians, trustees, foster parents, parent-educators, foster carers;
- guardians of a person declared incompetent by a court;
- family members of the 1st and 2nd degree of kinship of a person with disabilities of groups 1 and 2;
- noted the need to resolve the issue of exemption from mobilization of persons who support patients in need of constant care. Resolving the issue for disabled people of group III is a fundamental issue, because there are thousands of appeals from citizens regarding this norm.
The Committee supported granting the right to convicted persons released from serving a probationary sentence to be called up for military service during mobilization.
