NATO is trying to solve the problem of the redeployment of personnel, military equipment, equipment, and ammunition of the armed forces of NATO countries across the borders of European states.
NATO countries could introduce their own Schengen, which would mean free movement of military convoys before the alliance’s summit in Washington in July. The British newspaper The Times reported this on Sunday, January 28, citing sources.
The head of NATO’s Joint Logistics Support and Logistics Command (JSEC), General Alexander Solfrank, confirmed in an interview with the publication that the bloc is interested in reducing the number of bureaucratic regulations to increase mobility. In addition, he promoted the strengthening of cooperation between the member states of the alliance in the exchange of equipment.
The publication recalls that the European Union and NATO began to create a military Schengen system in the fall of 2017.
“The development of this system is the main objective of the program of the EU Permanent Structured Defense Partnership (PESCO) created in the same year, one of the main elements of which are the projects to expand and strengthen the transport infrastructure in Europe, including roads, railways, bridges, tunnels, ports and airports so that as many highways as possible can be used for the delivery of heavy and large equipment.
Accordingly, European countries have begun to discuss the harmonization of their various regulations for the transport of military and other dangerous goods, especially explosives. All this should lead to the creation of a “military Schengen”, a system that would ideally allow convoys to cross the whole of Europe with a single permit, stopping only for refueling and rest.
Let’s remember that the national legislation of the EU member states provides different procedures and deadlines for obtaining the appropriate permits, passing passports and customs control for military personnel from third countries country, as well as special customs procedures for military cargo, including weapons and equipment. In some states this process must go through the approval of national parliaments; in others, the procedure is simpler, but also requires several days for the approval of the competent authorities.
