In the Odessa region, the theft of more than eight million hryvnias of grant funds provided by Romania was exposed. The press service of the DSR National Police reported this on January 26.
It was noted that the funds were allocated to Ukraine by Romania for management services and will be provided as part of a joint project to rebuild sewerage networks and install a backup pipeline in the city of Izmail.
In October 2023, investigators reported suspicions to the director of one of the utility companies of the Izmail City Council – the project manager.
The officer developed and for four years implemented a criminal plan to steal grant funds. To do this, he used a commercial structure that he established himself 10 years ago, and then transferred the ownership rights to another person he controlled. This structure should provide management services during the implementation of the international program – project coordination, compilation of reports on the progress of the work carried out, development of a plan for monitoring the project and its implementation, developing a risk management plan.
Since 2019, persons controlled by the defendant have made false statements about allegedly provided services for the management of a state project, and the defendant himself, as the official project manager from the local authorities, approved the fabricated documents. Under this method, more than UAH 8 million was transferred to the company’s accounts.
Upon further investigation, the police received evidence of the involvement of two other business directors in this crime, who were also suspected.
The defendants face up to 8 years in prison.
