Deputy Chairman of the Verkhovna Rada Committee on National Security, Defense and Intelligence, military officer Roman Kostenko, spoke out against bill No. 10062 on military registration registers, which the Verkhovna Rada finally adopted on January 16.

He justified his opinion on Facebook even before parliament made this decision.
Kostenko said that it is impossible to place secret and completely secret information on servers abroad. Especially combat control systems during war.
This is an example of “simple solutions” that can lead to catastrophic consequences that will be impossible to correct! It cannot be accepted in this form,” he emphasized.
The European Solidarity party also has comments on this document. MP from the “EU” Irina Friz wrote that bill No. 10062 is not aimed at simplifying the document flow of the military.
The purpose of its creation was to introduce a simplified system for obtaining UBD status for defenders and defenders. This point was successfully defended. A number of illegal provisions have been introduced into the bill for the second reading, in particular, violations of current legislation. Some of the norms regarding excessive interference in private life, which apply to all military personnel, reservists and conscripts, were “knocked down”. However, some legal conflicts remain.
According to Freeze, most likely, the version adopted today will require changes in order for the register of those liable for military service, reservists and conscripts to work.
The register of persons liable for military service may never start because:
- The law does not regulate all issues defined by the law on public electronic registers:
- It is not determined who has the right to enter information.
- The register will be formed using a wide range of information from other databases on all Ukrainians under 60 years of age.
- the consent of the owner of personal data will not be taken at all, which is contrary to Art. 16 of the Personal Data Protection Act, which may lead to claims against the registry holder.
There are already professional comments on the use of cloud services on foreign servers for information classified as “secret” and “top secret”. If I’m not mistaken, we will become the first country in the world to consciously take this step,” Frieze wrote.
Let us remind you that today the Verkhovna Rada adopted a bill providing for the creation of a unified register of those liable for military service. The Council also supported the provision for automatic combatant status (UCS).
The Department of Defense called the bill “critical to defense capability” because it would facilitate the rapid collection and processing of military data, as well as digitize services and processes for military personnel.
It will improve the registers of those liable for military service and those mobilized, will allow the Ministry of Defense to strengthen cyber protection, place its IT systems in the cloud storage of NATO countries and create an online services portal for military personnel.
Now the law must be signed by the President of Ukraine.
