Peace formula: 5 more points are considered in Davo

Developments were presented on the topics: “Withdrawal of Russian troops and cessation of hostilities”, “Restoration of justice”, “Environmental safety”, “Prevention of repetition of aggression”, “Confirmation of the end of the war”.

In Davos, at a meeting of political advisers to the leaders of more than 80 countries and international organizations, they considered the second five points of the Ukrainian Peace Formula and held two special sessions. The Office of the President of Ukraine reported this on the evening of Sunday, January 14.

The following main points of the Formula are considered: “Withdrawal of Russian troops and cessation of hostilities”, “Restoration of justice”, “Environmental safety”, “Prevention of escalation and recurrence of invasion”, “Confirmation of the end of the war”.

Withdrawal of Russian troops and cessation of hostilities

In particular, representatives of Lithuania and Minister of Defense of Ukraine Rustem Umerov presented the work of the working group on the item “Withdrawal of Russian troops and cessation of hostilities.” The need was noted to jointly develop a mechanism for the withdrawal of Russian troops and armed formations from the occupied territories of Ukraine. The withdrawal of troops must contain:

  • withdrawal of Russian units and military personnel from temporarily occupied territories;

  • dismantling and complete disarmament of military terrorist organizations in the temporarily occupied territories;

  • removal of military equipment and weapons from temporarily occupied territories for their disposal.

Restoring justice

The work on the item “Restoration of Justice” was presented by representatives of the Netherlands, as well as Prosecutor General Andrey Kostin and Deputy Minister of Justice of Ukraine Irina Mudraya.

They noted that efforts to ensure Russia’s accountability are based on five key areas:

  • ensuring effective investigations at the national level;

  • ensuring accountability for the crime of aggression;

  • continued strategic partnerships with international justice mechanisms;

  • promoting bilateral and multilateral interstate partnerships;

  • ensuring that Russia pays reparations to Ukraine and its people in accordance with international law.

Environmental Safety

Representatives of Germany, Finland, Bulgaria and the First Deputy Prime Minister of Ukraine Yulia Sviridenko and the Minister of Ecology of Ukraine Ruslan Strelets presented the work of the working group on the item “Environmental Safety”. As the minister noted, the greenhouse gas emissions caused by the war in Ukraine exceeded the total emissions in Austria.

“A year ago there were 97 million tons of CO2 emissions. Today there are 150 million tons of CO2. The world’s efforts to achieve climate neutrality are broken,” he said.

In this regard, the need to unify the method for calculating losses and introduce the definition of “ecocide” in international law was noted, which is currently being done by the International Working Group on the Environmental Consequences of War, headed by Andrei. Ermak and the former Prime Minister, the former Ministry of Foreign Affairs of Sweden, Margot Wallström.

Preventing the escalation of war and the recurrence of aggression

Head of the Office of the President Andrei Ermak, Deputy Head of OP Igor Zhovkva and the representative of Great Britain presented the item “Preventing the escalation of war and repetition of aggression.”

Ermak spoke about how the draft of the Kyiv Security Treaty was developed, which later became the basis of the G7 Joint Declaration on Support for Ukraine, adopted in July 2023 in Vilnius. And two days ago in Kyiv, the leaders of Ukraine and Great Britain signed a bilateral agreement on cooperation in the field of security, which became the first document to implement the Vilnius Declaration. The Head of the Office of the President emphasized that the agreement between Ukraine and the UK is an important document that covers all important issues of cooperation. This agreement sets a good example for the other 30 signatories to the G7 joint declaration.

Confirmation of the end of the war

Deputy Head of the Office of the President Andriy Sibiga and Minister of Justice of Ukraine Denis Malyuska presented the work of the working group on the implementation of the item “Confirmation of the end of the war”.

Malyuska recalled that Ukraine repeatedly tried to reach an agreement with Russia on mutual relations and to make a corresponding international agreement, and each time the Russian Federation stopped implementing it and simply ignored it. This applies to both the agreement on a common border, and the “great” agreement of friendship and cooperation, and the Budapest Memorandum, and the Minsk agreements, as well as the Pereyaslav Articles of 1659.

“We have drawn conclusions from past mistakes. The agreement that will confirm the end of the war must be based on the Peace Formula, be multilateral, that is, signed not only by Ukraine and the Russian Federation, but also by guarantor countries, be comprehensive and settle all areas affected by the war “The terms of the agreement must be clear and legally binding, and the agreement itself must be ratified by the parliaments of the participating countries,” the minister stressed.

We remind you that on January 14, the fourth meeting of national security advisers and political advisers on the Ukrainian Peace Formula took place in the city of Davos in Switzerland. Representatives of 81 countries and international organizations took part in the event. China ignored the meeting.

The representative of Switzerland in Davos said that Russia should be involved in peace negotiations with Ukraine.
