The first deputy chairman of the committee, Mikhail Tsymbalyuk, told us about this to the Public.
According to him, most of the comments were voiced regarding proposals for electronic summonses, “reservation” of university teachers, as well as the risks of corruption of the TCC leadership, which could, according to the proposals of officials, impose restrictions on the rights and property of those evading mobilization.
Tsymbalyuk added that in the near future they will also introduce a separate bill on the demobilization of all conscripts.
Before this, the Anti-Corruption Policy Committee recognized the government bill on mobilization as containing corruption risks.
The European Business Association stated that the mobilization bill contains provisions that could lead to an increase in the number of “salaries in envelopes” and a deterioration in business conditions.
A number of provisions may actually deprive Ukrainian citizens of basic rights, in particular to receive an identification document and citizenship, which is unacceptable and may have extremely negative social and demographic consequences, business representatives are convinced.
And expanding the powers of local executive authorities in the field of mobilization will not contribute to the controllability of the process due to its decentralization.
