The spokesman of the Ground Forces Command, Vladimir Fityo, responded to the situation regarding the summons from the condominium association. According to him, representatives of housing offices and condominiums, village chairmen, headmen and representatives of territorial communities can serve summons to those liable for military service.
“When a person liable for military service changes his place of residence, he has a seven-day period to register with the new TCC at his place of residence or work. If he does not do this, he is a draft dodger,” Fityo said.
