The heads of the condominiums were called upon to submit lists of male residents to the TCC and facilitate door-to-door visits.
The previous day, President Vladimir Zelensky said that during the discussion of changes in the mobilization procedure, the military proposed to increase 450-500 thousand people in the ranks of the Armed Forces of Ukraine. Therefore, most likely, additional mobilization measures will soon be introduced in Ukraine.
However, they have already decided to involve the chairmen of associations of co-owners of apartment buildings in the process of serving subpoenas. In particular, in Poltava, managers of condominiums are obliged to provide access to the entrances of TCC employees at the entrances, and in Ternopil and Kyiv regions – to provide lists of men of military age who living at home
Residents data
This week, Ternopil regional authorities ordered the heads of condominiums to submit to the city’s TCC and SP the lists of owners liable to military service and male residents aged 27 to 58 years.
Later, in a meeting with officials, the house managers were angry with such an order and noted that they are not obliged to check whether the residents are registered in the military and how long ago they updated their data, wrote Today.
The leaders of the condominiums admitted that they do not have a complete list of citizens living in their houses, because one person may be registered in an apartment, but in fact many people live there.
Also, the leaders of Ternopil condominiums emphasized that they are not ready to conduct raids on people’s apartments, ask the name, surname and age of men and check whether they are registered with the local territorial center for in recruitment and social support. And on top of that, handing them summonses.

In response to this, the head of the recruitment department of Ternopil city TCC and joint venture, Yuriy Gelzhinsky, nevertheless called on the house managers to help ensure that those liable for military service updated the data on the military mat . He asked to pay attention to displaced persons who may not be registered in their new residence.
“We are not your enemies. There is no need to make criminals of us who keep wringing our hands with weapons… We are doing our job. Everyone should be registered, everyone should update their data in time. We understand that everyone will not go to war, what is necessary is to leave the men behind, because without them we will not survive in many places. But the state must have up-to-date data, because the men in the trenches are also tired, they need to be replaced,” said Gelzhinsky.
Door-to-door visits
Leaders of condominium associations in the Kyiv region also began receiving orders to submit lists of men liable for military service. In addition, as a resident of Irpen said for Correspondent.netin one of the city’s residential complexes, which had a closed area, the building manager assisted TCC employees in distributing summonses door-to-door.
Also in Poltava, local officials obliged the heads of condominiums to provide access to the entrances of TCC employees at the entrances.
“Representatives of condominiums provide access to the entrances. TCC representatives entered the entrance, knocked on the apartment and are already talking to the citizen. We are not talking now in any way about the issue of a summons, as about issuing a so-called battle just for coming to the TCC,” – said the spokesman of the regional TCC, Roman Istomin.
In addition, 21 mobile groups have already been formed in Zaporozhye, which, together with military commissars, will go from house to house. Group contact and house-to-house visits must be ensured by the head of the condominium association.
What the military says
The spokesman of the Ground Forces Command, Vladimir Fityo, responded to the situation regarding the summons from the condominium association. According to him, representatives of housing offices and condominiums, village chairmen, headmen and representatives of territorial communities can serve summons to those liable for military service.
“When a person liable for military service changes his place of residence, he has a seven-day period to register with the new TCC at his place of residence or work. If he does not do this, he is a draft dodger,” Fityo said.
According to him, there will soon be an electronic register of those liable for military service Amulet will be synchronized with other state registers and TCC employees will see that the citizen is registered in Kyiv, but now, for example, he works in Lviv.
“Then there will be an appeal to the owner of his business, and the manager will be obliged to personally deliver the employee who is liable for military service to the TCC,” added Fityo.
He also noted that the gym and restaurant are public places. Accordingly, the issuance of subpoenas therein is not prohibited by law.
