The meeting was broadcast on the US Senate website.
A bill to provide additional aid to Ukraine, Israel and Taiwan failed to pass the procedural vote in the Senate necessary for the upper house of Congress to begin considering it.
Of the required 60 votes, 49 congressmen voted in favor and 51 voted against.
Republicans and Democrats are unable to find a compromise on the security of the US southern border with Mexico, which is also part of the package of bills.
US President Biden accused Republicans of “political blackmail.” The day before, he called on Congress to pass an additional funding package for Ukraine before congressmen go home for the holidays in mid-December. He expressed the opinion that Russia would attack NATO countries if it succeeds in defeating Ukraine.
The stakes are too high to incite political discord, Biden said.
The US President’s defeat of the bill was “blatant political blackmail” of Republicans in order to push through his “extremely partisan immigration bill.”
