The amendments to the military registration provisions removed the subclause stating that prisoners were not subject to military registration.
Now Russian prisoners will be registered and deregistered without personally appearing in military registration and enlistment offices, undergoing a medical examination and psychological selection. The military registration and enlistment offices at the location of the colonies and pre-trial detention centers will be responsible for the military registration of prisoners.
In September, the Russian Ministry of Defense made a proposal to register prisoners subject to conscription and military service.
The draft of the Russian military department states that the institutions of the Federal Penitentiary Service (FSIN) must collect data on conscripts and conscripts serving their sentences and transfer them to the military registration and offices of enlistment. Data should be updated as inmates are received, transferred and discharged.
The document also requires an annual review of the lists and timely changes to the data.
In September, Russia passed a law allowing military personnel to enter into a contract for military service during mobilization, martial law and wartime. By law, convicts who enter into a contract with the Russian Ministry of Defense can be released early from serving their sentences.
