As Echo of the Caucasus writes, we are talking about Arkady Ghukasyan, who headed the NCC from 1997 to 2007, Bako Sahakyan, who was president from 2007 to 2020, and Arayik Harutyunyan, who headed the NCC from 2020 to September 1, 2027.
The “speaker” was David Ishkhanyan.
It is not yet known under what charges the investigation is ongoing.
In addition, Azerbaijan arrested the former “head of the Foreign Ministry” of the unrecognized Nagorno-Karabakh Republic, David Babayan.
He was charged with several criminal charges three years ago, in particular for waging an aggressive war and recruiting mercenaries.
Babayan himself announced a plan to surrender to the Azerbaijani authorities on September 28. He explained that “flight could harm the people of Karabakh.”
Baku security forces also detained the ex-commander of the Karabakh army Levon Mnatsakanyan. He is accused of torture.
Let us remind you that almost all Armenians left Nagorno-Karabakh. According to the UN, there are only 50 thousand people left there. These are the calculations of the mission that visited the region on October 1. In particular, the mission visited Stepanakerti (Khankendi), which was the capital of the unrecognized Nagorno-Karabakh Republic.
In the report, the mission said it was struck by the “rapid manner in which the local population fled their homes and the suffering they apparently suffered.”
Azerbaijan has presented a plan for the “reintegration” of the Armenians of Nagorno-Karabakh.
The Administration of President Ilham Aliyev claims that it guarantees levels of rights and freedoms, the safety of everyone “regardless of ethnic, religious or linguistic affiliation,” elections in municipalities with the participation of Armenians, the right to develop culture and preserve monuments, the possibility of using the Armenian language, as well as access to tax, customs and other benefits.
All ethnic Armenians will be disarmed, and the region will begin to live according to the laws of Azerbaijan. The main currency there will be the manat.
On September 28, the president of the separatist region of Nagorno-Karabakh, Samvel Shahramanyan, signed a decree stipulating that the separatist “Nagorno-Karabakh Republic” would cease to exist as of January 1.
