Some categories of Ukrainians will not have their lights turned off during shutdown or blackout schedules.

The Ministry of Energy will create a special database of vulnerable consumers, writes RBC-Ukraine with reference to the draft resolution of the Cabinet of Ministers.
The government is developing rules that will prohibit six categories of citizens who are vulnerable consumers from turning off the lights. Such a resolution will be in effect in the event of schedules and blackouts.
Categories of vulnerable consumers include:

recipients of housing subsidies;
-
persons with disabilities of groups I and II, including persons caring for a child with a disability or a person with a disability since childhood, who are not recipients of housing subsidies;

persons who maintain family-type orphanages and are not recipients of housing subsidies;
-
large and low-income families that are not recipients of housing subsidies;
-
foster families with three or more children in their care and who are not recipients of housing subsidies;
-
household consumers of electrical energy located in residential premises, whose life and health depend on the continuous operation of medical equipment powered by electrical networks, confirmed by information and/or documents that are not recipients of housing subsidies.
You can obtain vulnerable consumer status and create a record in the vulnerable consumer database from your service provider.
Applications are reviewed and the consumer is notified within 10 working days by indicating the specified information in the issued invoice (receipt) and personal account on the official website.
Ukraine has not yet introduced blackout schedules, but on September 20, the Main Intelligence Directorate announced that Russia had begun to investigate the state of Ukraine’s energy sector, so the possibility of repeating attacks is quite real.
