The Russian Federation’s actions to undermine the Kakhovskaya hydroelectric power station are a violation of international humanitarian law, which can amount to war crimes. Ukraine can send a request for assistance to the EU. This statement was made by the High Representative of the European Union Josep Borrell and European Commissioner for Crisis Management Janez Lenarcic. The text of the statement was distributed in Brussels by the EU External Diplomatic Service.
“With the destruction of the dam of the Kakhovka Hydroelectric Power Plant, today Russia’s attacks on the civilian infrastructure of Ukraine have reached an unprecedented level. The European Union strongly condemns this attack. It is a new dimension of Russian atrocities and may be a violation of international law, especially international humanitarian law,” the statement said.
According to EU officials, the flood is endangering the lives of hundreds of thousands of civilians in around 80 settlements, including the city of Kherson, worsening the already humanitarian situation in these areas. Also, the drop in the water level in the dam affects access to critical cooling water for Zaporozhye NPP reactors.
“Through this law, Russia is also continuing its reckless nuclear adventure, endangering the proper functioning of the protection and safety systems of the ZNPP, which is a clear violation of the previous relevant resolutions of the Board of Directors and the IAEA General Conference, as well as the Director General IAEA’s five principles to ensure nuclear safety and security at the ZNPP. This is irresponsible and completely unacceptable,” said Borrell and Lenarcic.
They said they remain in contact with the Ukrainian authorities to secure urgent EU assistance.
High-ranking EU representatives noted that the European Commission’s Emergency Response Coordination Center (ERCC) is actively monitoring the situation and is in close contact with the State Emergency Service of Ukraine. Ukraine can request assistance under the EU Civil Protection Mechanism (UCPM). The EU stands ready to meet any urgent needs, including food and drinking water.
Recall that Russian troops blew up the Kakhovskaya hydroelectric power station. As of 13:00 on June 6, around 1,000 people were evacuated by rescuers, National Police and volunteers in the Kherson region.
As reported, in connection with the weakening of Russia’s Kakhovskaya hydroelectric power station, the OSCE Permanent Council will hold a special meeting today.
