Finance Minister Serhiy Marchenko said that returning surcharges to all military men of 30,000 hryvnia per month is now out of the question. He said this in an interview with Forbes Ukraine.
“I’m not ready to talk now (about coming back, – ed.). But we are ready to listen to the military command about specific categories that need to be motivated,” Marchenko said.
According to him, a working group has been set up at the parliamentary level, where a variant of how to solve this issue fairly and effectively by removing populism and excessive politicization is being developed.
“There is space for compromise. What is proposed by the amendment to the law does not suit absolutely anyone, because it removes motivation. Some heads of law enforcement agencies said that after they normalize the pay system, their units had more motivation to actually fight , and not sit back. The motivation should definitely be sought here, because not all the million-strong army is on the front line, as many people think,” said the minister.
He added that the budget for the defense sector is growing.
“Battle orders and the definition of payment schemes are the decision of the commander-in-chief. Within the framework of the budget, we say: decide, make the right motivation systems. But we are forced to ask questions when we see that, for example, the state continues to pay an extra 30,000 hryvnias, even if the fact of desertion has been established,” said Marchenko.
Earlier, the head of the Ministry of Finance announced that the return of military payments in the amount of 30 thousand hryvnias is possible only by increasing the tax burden, including VAT by 4% and the military tax by three times .
Recall that after the start of the war in Ukraine, an additional financial reward was paid to the military, which did not participate in hostilities, in the amount of 30,000 hryvnias. From February 1, 2023, monthly payments are cancelled.
On April 10, the parliament voted to restore additional payments in the amount of 30,000 hryvnias to the military. However, later a resolution was submitted to the Rada preventing the return of the surcharges.
