On May 15, Bunkerny signed a decree that amends his other decree dated September 30, 2022 “On admission to Russian citizenship in a simplified manner of foreign citizens and stateless persons who have entered into military service contracts.”
In the fall, Putin’s decree stipulated that foreigners who signed a contract for military service for at least a year would be issued Russian passports under a simplified procedure only if they participated in hostilities for at least six months.
The new version of the decree does not say anything about participation in hostilities, but there is a mention of the war against Ukraine, which the Russian authorities call a “special military operation.”
A simplified regime for obtaining Russian citizenship can be “claimed by foreign citizens who have concluded contracts for military service during a special military operation.” Also, their family members can count on a simplified regime.
